 The issue starts with the paper by the Institute's of Latin America RAS deceased leading researcher doctor in Economics Nikolay N. Kholodkov, delivered to our journal's Editorial team just before his sudden decease. His article“Latin America in the Context of Financialization of the World Economy analyzes the current stage of the world economy financialization and shows its special characteristics in Latin America. It is noticed, that the finance which was a factor of the real economy maintenance is becoming the dominant one of the economic development. The real value production is observed to have entered in a growing conflict with the fictitious assets which have acquired speculative, virtual features in many aspects.

 The next work “The blockchain technology development in Latin America" also deals  with  the finance and focuses on the new technologies, particularly, the block chain as a possible  way  for the Latin American countries to  solve the crisis, to become up to the forth industrial revolution in progress in the world, to consolidate the control over the governmental activities and to make them more transparent. The authors, Tamara V. Naumenko and Liya R. Fakhrutdinova strongly recommend the Latin American countries to modify the traditional development models in order to optimize their possibilities for meeting the new technological era goals.

 The article “The European Union and Latin America: 20 years of new format cooperationsums up the twenty–year experience of the European model for interaction with Latin America. The  author, ILA RAS deputy director Violetta M.Tayar, regards the relations between Europe and Latin America  as a regionalism concept evolution in Latin America. The deep insight is given to the application of the concept of European interregionalism to the Latin American region.

   In the conjoint paper by Eleonora G. Ermolieva, Violetta M. Kuzmina and Marina A. Parkhomchuk “The trends in the Russian-Latin American Cooperation in the Higher Education” the  education are is regarded as one of the main trends in the cooperation between Russia and Latin America. The student exchange dynamics between Russian Federation and Latin American and Caribbean countries is shown in historical view. The problems in humanitarian field which restrain said cooperation and ways for their solution are also concerned in this paper.

   In her article “Migration crisis in Latin America”,  Olga G. Leonova defines three components of the crisis, and indentifies both  general features it has in common with the other world  migration crisis and special ones, peculiar for Latin America. The economic and political consequences and geographical diversity of the migration destinations are also regarded in this research.

   “The role of the international court of justice in settling territorial disputes in Latin American and Caribbean countries in XXI century” is examined in the paper by Victor L. Jeifets and Daria A. Pravdiuk The authors concluded that the Hague court is effective in resolving territorial disputes as far as the involved countries allow it to be effective. If the parties are conscious that the relationship development is restrained by the insoluble territorial conflict, they may abide to any judgment provided the settlement positive effect, since it puts end to any instability and sets off the negative effect suffered by the lost party.

  The collective research by Ilya V. Ilyin and Alexey I. Andreev “Analysis of the scientific and socio-economic development of Latin America”  deals with state ad trends in the interrelation in the science and economic development in the Latin America countries. It is shown, that the development of the science of the Latin American countries, measured as the relative number of publications in the database Scopus well matches the level of their economic growth. The word ranking of the Latin American countries among the publications in the Scopus data base, I&D expenses per country as well as number of collective publications of the authors from Latin American and other countries are shown in the charts.

   The issue ends with the paper “Indianism and battles of historical memory in contemporary Bolivia” by Andrey A. Schelchkov. The author points out that Indigenism as a literary and philosophical current was a response to the failed policy of assimilation and unified national identity formation in Guatemala, Peru, Bolivia and Ecuador. The problems of the national identity belong to the scope of the historical political construct responsible for national self- image perception. It also belongs to the social and cultural space, particularly to the field of the formation of the historical memory of the people. Bolivian identity is a construct born following the Independence Proclamation and being in constant change up to date.
