      This issue starts with the article titled Conceptual Approaches to Sustainable Development Problematics where Vladimir M. Davydov refers that the several inconsistencies remaining both in the sustainable development conception and in the interpretation of its goals as they are set in the Paris Agreement on Climate Changes in 2015 and in the United Nations General Assembly, prevent the world community from making agreed decisions. In this aspect, the author offers his improved version of the sustainable development conception based on the integral approach both to the determination and results of the economy, society and contemporary State development.      In the Security Issues section, Oleg O. Krivolapov  and Nataliya V. Stepanova regard the Donald Trump administration's US military-political strategy toward Latin America. The authors concentrate their attention on the analysis of the main doctrinal documents in the field of US national security and on the role that is assigned to Latin America.  The practice of the US SOUTHCOM as the main instrument of the US military policy in the Latin America region, which is currently perceived in the light of the strategic rivalry between USA vs. China and Russia, is given a separate place in this paper. The next article of this section deals with the Spanish conception of the national security. Arina A. Andreeva indicates that the Spanish security architecture is focused on the human being and the concern on his well-being among other points. Thus, the State security issues are approached   differently from the classical conception related to the physical defense of the territorial integrity. It's become a rather complex structure involving diverse factors related to the economic, social and ecological and public health aspects. Thus, the Spanish Security Concept 2017 includes the Sustainable Development Goals of the Agenda-2030.

    The special section is devoted to the 130th anniversary of the Russia - Mexico diplomatic relations. The author of the article enlightening this event, Anatoly N. Borovkov analyses these relations taking as a frame of reference the coincidence of the historical events in each country starting with the war for independence in Mexico and the war against the invasion of Napoleon in Russia, up to the neoliberal reforms of the end of XX century and ongoing measures aimed to mitigate their negative effects in both countries. The coincidence of these events, always in time and generally in contents is regarded by the author as an objective pivot for their 130–year-long mutual understanding.

    The next section concerns the Brazil and Arabia Saudi regional leadership questions, in Latin America and the Middle East respectively. The authors of the article titled  Brazil and Saudi Arabia in the Aspect of Regional Leadership Tamara V. Naumenko and Kirill V. Timakhov consider such candidates from the point of view of a possibility of a polycentric world emergence. They conclude that the world difficulties caused by Covid-19 epidemic in 2020 may considerably inhibit the process of their ascending to the regional political leadership and gaining international influence. Svetlana A. Tatunts and Anastasia M. Ponamariova, the authors of the next paper analyses the politics of memory of the Armenian Diaspora in Latin America. This research intends to offer for the first time a comprehensive and systematic review of the politics of memory of the Armenian diasporas in several Latin American countries and to assess the level of the host countries’ support. It is pointed out that the Armenians’ historical self-perception as a victim –nation made the community members extremely sensible to the issues concerning the defense of the minorities’ collective rights and provides high political representation of the diaspora. 

    The article by Isabel Antonieta Morayta concerning  the corruption problems and the case of Argentina, is of particular interest. Such concepts as political capture and state capture are introduced by the author to refer to the interaction dynamics between the economic and political elites. The article is focused on the mechanisms integrating a complex form of corruption and the political capture during Mauricio Macri’s government (2015-2019.

    The culture section of this issue contains two papers. In the first article Brazil: identity in the Mirror of the Cultural Memory. Natalia S. Konstantínova regards the cultural memory and identity in the context of Brazilian culture. The crucial role of cultural memory  which  consists in preserving the Brazilian national identity and the rich cultural heritage of this country is emphasized. A particular attention is paid to the so-called memory institutions, among which the National Library of Brazil is of the particular relevance. The article ends with some conclusions and offers perspectives for Brazilian culture.

   Natalia A. Sheleshneva-Solodovnikova , the author of the second article titled Conjugation of the Universal and National Traditions in the Artwork of Mexican Painters of the Late 20th – Early 21th Centuries studies the artwork of Rufino Tamayo, Ricardo Martinez and Carlos Maciel Sanchez. The author shows that the artworks by the three analyzed artists although being  so much individual, belong to different epochs, modernist and postmodernist periods, but coincide in seeking to put together  the universal (European) and Mexican traditions.
