
The issue begins with the article by the corresponding member of the Russian Academy of Sciences Vladimir M. Davydov, where the interaction of global and regional factors of development is analyzed. Under these conditions, Latin American countries are increasingly incorporated into the global economic processes facing several risks and difficulties. However, they try to overcome them by defending their national interests and playing a more active role in solving global problems. Two following papers, by Vladimir P. Súdarev and Anna A. Lávut, concern the growing role of China in Latin America and the Caribbean. In the first one, it is noted that in the last two decades, China has not only increased its presence in that region, but has also displaced the USA and the European Union in the commercial and investing field, having intensified the political, social and cultural interaction. In the second article, the Chinese “One Belt One Road “ initiative is examined in detail, its participation in the countries of Latin America and the Caribbean is regarded as a new stage in the development of the economic-commercial relations of the region with China. The Mexican researcher Jorge Alberto Lopez gives insight into the characteristics of Russia's trade relations with Latin America and, in particular, the new trends of the interindustrial links among Brazil, Mexico and Cuba. Eleonora G. Ermólieva analyzes in her article the situation of the youth of the Iberian countries in the labor market. The statistics on unemployment, which had grown during the crisis, is shown and the government programs of Spain and Portugal are examined to solve this problem in fact. Kouakou Laurent Lalekou, a scholar from the Côte d'Ivoire Republic, demonstrates that after the Revolution in Cuba the racial question was solved in full. Despite the fact that in several state structures the representation of blacks and mulattos in comparison with whites is not always equitable, there is no discrimination in Cuba on racial principle.
The issue closes with the review by Anatoly N. Borovkov on a collective work “Spain and Portugal at the time of global transformations” (Ed. Naílya M. Yakovleva) published by the Latin American Institute of the Russian Academy of Sciences in 2017.
