The issue presented to the reader's judgment includes four blocks. The first of them is devoted to the economic problems of Latin America. Irina M. Vershinina presents an alternative point of view on the green transition and argues that the justification and active promotion of the green economy in the region occurs without taking into account the level of development of states, their needs and climatic conditions, forcing one to think about the true reasons for its support by developed countries. In the same section, Victor H. Carranza Elguera analyzes in detail the risk factors associated with the development of innovations in Peru, and Fidel E. Guerrero Carrillo considers the negative impact of the crisis phenomena (the so called polycrisis) in the global and Chilean economies on the implementation of the 2030 Agenda of the United Nations.
The second block is devoted to the reformatting of the political landscape and international relations. The article by Nailya M. Yakovleva analyzes the causes and excesses of the political turnaround in Argentina after the current president Javier G. Milei came to power. Dmitry V. Morozov, focused on the genesis and features of the party and political system of Guatemala, comes to the conclusion that real power in this country is concentrated in the hands of a narrow group of oligarchic families, and the president Bernardo Arévalo is unlikely to be able to implement the projects he has outlined. Anatoly A. Kanunnikov focused on studying the achievements and problems of non-governmental organizations (NGO) and their role in the development of relations between the European Union and Latin American countries.
The third block analyzes various aspects of culture. Nadezhda M. Sim devotes her research to the artistic method of the stylistic concept of the Spanish architect Juan de Herrera, and Anna V. Morozova and Valentina Z. Fedorenko, using the example of a child's portrait, reflect the diplomatic function of Spanish painting of the 16th-17th centuries. (Both articles are accompanied by numerous illustrations). Natalia S. Konstantinova examines the long-standing cultural ties between Russia and Brazil that have recently become more active and identifies the factors contributed to this activation.
The fourth block includes critical reflections by Andrzej A. Habarta on the new study by Ludmila S. Okuneva, dedicated to the political processes and swings of the political pendulum in Brazil in the first quarter of the 21st century.
